Attached below is a written by Mr. Winston Chuks Obikwelu to President Muhammadu Buhari alleging that an Ambassador-appointee, Ingekim Regina Ocheni, who was Director of Training and Staff Welfare, aided one impostor, Emmanuel Winston Obikwelu to impersonate him, defraud the Federal Government of millions of naira, and traffic his children to Venezuela.

Mr. Obikwelu also alleged that some personnel of the Ministry of Foreign Affairs allegedly aided the impersonator to obtain diplomatic passport and siphon government’s funds.

The letter, which was obtained by ElombahNews, reads:

Your Excellency Sir,

Request to order investigation of corruption and syndicate racketeering in the ministry of foreign affairs and suspension of ambassador Ingekim Regina Ocheni (newly appointed Deputy Ambassador to Germany who is under criminal investigation).

It is sad to note the level of injustice meted against me by the Ministry of Foreign Affairs in the last three years.

Wherein, I state as follows: .

  1. That one man who purport to be Emmanuel Winston Obikwelu shared my name, state, local government and town signed consent letter with my Late wife as husband and wife, aided and abetted by the Ministry of Foreign Affairs perfected the crime which is under investigation at ICPC, INTERPOL and NAPTIP defrauded Federal Government millions of naira on allowances as the spouse of the diplomat. – See attached Consent Letter marked as Exh. A
  2. That before the posting letter of my late wife on the 18th May, 2018 and request for issuance of E-official passport of 7th June, 2018 from Ministry of Foreign Affairs, the Head of Civil Service of the Federation through her Letter of 12th December, 2017 directed the Ministry of Foreign Affairs to comply with the provisions of the Public Service Rules in respect of any Civil Servant standing criminal trial, but the directives was ignored – See attached letter marked as Bi, ii, iii, and iv.
  3. That the E-official/Diplomatic passport Data form filled by the impersonator bears my identity except his passport photograph – See attached Data Form C.
  4. That the Ministry of Foreign Affairs fraudulently included a child who bears my name as Enyiazu Theresa Obikwelu and defrauded Federal Government foreign service allowance and other entitlements pursuant to Nigeria Foreign Service Regulations. The said child is not related to me in anywhere and I brought this information to the attention of Ministry of Foreign Affairs through several letters for three years but I was ignored. See attached letter from Ministry of Foreign Affairs dated 6th June, 2018 marked as Exh. D

  5. That the marriage Certificate, and the change of maiden name of my Late wife in July 19m 2008 from Amadi to Obikwelu are attached herein and marked as Exh. E (i & ii).
  6. That the birth certificates of my Children submitted to Nigeria Immigration Service by my late wife bears my name as Obikwelu Chucks Winston as the real father and not the suspect fake Obikwelu Winston Emmanuel. The birth certificates are attached herein and marked as Exh. F
  7. That 1 and my wife were in Customary Court Saburi and Dawaki in a Suit No FCT/CC/SB/CV/07/2015 and FCTCC/CV/DK/13/2018 respectively over divorce and custody of my children before she was smuggled out of the country by the Ministry of Foreign Affairs at the pendency of the case without my consent and knowledge.
  8. That I brought all these information in writing since 30th November, 2017 to 23rd November, 2020, including several visit to the Ministry through Amb. Ingekim Regina Ocheni when she was Director of Training and Staff Welfare but I was ignored.

  9. While investigation was still pending at ICPC through my Petition dated 25th January, 2019, the Ministry of Foreign Affairs aided the Impersonator with a Letter of Introduction and note verbale on the 25th October, 2019 to obtain Visa from Venezuela Embassy, Maitama, Abuja, departed Nigeria on the 3rd December 2019, with Turkish Airline from Nnamdi Azikiwe International Airport, Abuja, at the Federal Government paid trip, thereby deliberately frustrated the ongoing investigation,

10 .That the Ministry of Foreign Affairs frustrated all my efforts to get Justice all these years, this would have not been possible without the support of some staff aiding and abetting the impersonator.

  1. That the Ministry of Foreign Affairs refused to avail all the files requested by INTERPOL since February, 2020 as part of their ploy to deliberately frustrate investigation of this case.
  2. That Ministry of Foreign Affairs was so biased and hostile to me because of my courage to challenge Injustice, fraudulent activities, corruption, institutional conspiracy and syndicate racketeering as epicenter in the Ministry of Foreign Affairs; hence, my Life is under threat for exposing the rot in the Ministry of Foreign Affairs.
  3. That the Ministry of Foreign Affairs brought the suspect (Emmanuel Winston Obikwelu) whose real name has been revealed as Emmanuel Iladion, alongside with my children on the 14th December, 2020 and whose whereabouts were unknown till today. The suspect was arrested in Lagos where Ministry of Foreign Affairs routed his flight from Istanbul to Lagos to escape, while my children were routed through Abuja from Istanbul unaccompanied.

  4. That I made several visits and wrote letters to ascertain the condition of my children and repatriation plan of my late wife was never replied nor communicated till today. I was very apprehensive because my children were kept in the custody of a man suspected with criminal intent in Caracas, Venezuela. See attached letters addressed to the Ministry of Foreign Affairs marked as Exh 9 (i-iv).
  5. That it was very instructive to note that I and my late wife were never divorced before her death but were separated since 28th August, 2015 and in Court over dissolution of the Marriage and custody of the children. And on the 20th of July, 2020 the case between me and my Late wife were struck out on the death of a party. – See attached ruling from the Customary Court, Dawaki marked as Exh h.

My Concern

That the Ministry of Foreign Affairs has behaved with inconceivable cruelty and indescribable to believe that a whole agency of government like Ministry of Foreign Affairs with all their Supposedly International exposure will want to pull down the image of the Ministry just to protect their own staff and institutionalize corruption; this is indeed most unfortunate and regrettable.

My Prayers

I most humbly request your Excellency sir to promptly and graciously intervene in order for me not to further suffer great harm by directing for a fully and uncompromised investigation on this matter. I have spent so much time and money over this matter to get justice for the past 3 years.

i. Withdrawal of the appointment of Ambassador Ingekim Regina Ocheni (Newly appointed Nigeria Deputy Ambassador to Germany) who is already under criminal investigation and others in the alleged commission of crime; her absence will occasion grave Injustice and frustrate the ongoing investigation.

ii. That your Excellency is kindly requested to establish a panel of inquiry to determine various roles played by the Ministry of Foreign Affairs and Nigeria Immigration Service who issued passport to the suspect (Emmanuel Winston Obikwelu) without any evidence of means of identification pursuant to NIS Act.

iii. That your Excellency should direct the ICPC, INTERPOL and NAPTIP already investigating various criminal infractions perpetuated by the suspects and prosecute them in accordance with their Laws, while administrative actions will be taken based on the report of the Investigative Panel of Inquiry.

Your Excellency sir, I am available upon request to throw more Light and adduce more supporting documents that can help in investigation.
