To adopt the zero base budget system for a national budget, it means you do not rely on the previous budgets. You examine every cost and revenue centre critically work up the budget from the scratch, cutting down unnecessary costs as much as possible.

Yemi Osinbajo

One major characteristic of this absurd regime is how much they try to outdo themselves in terms of lying, deception and manipulation of public opinion.

Their extraordinary campaign had resembled more like the preparation for the advent of a supernatural event, so much so that people trekked miles on empty stomach just to celebrate their electoral victory.

This urge to maintain the tempo of deception has given rise to many unfortunate incidents, the most cruel one was the weird claim by the MinisteRAIL for misinformation, Lai ‘Lying’ Mohammed on the defeat of Boko Haram, a claim that inspired those bastards to respond with fierce attacks leading to the death of at least 200 souls.

In a civilised environment Lying Muhammad would have been removed from office, would be in custody undergoing rigorous interrogation.

The second unfortunate incident in recent times is the fraudulent document passed to the national assembly as the 2016 budget.

About three months ago Professor Pastor Osinbajo had boasted at an event that the 2016 budget would adopt the zero base budget system. This became an instant news headline, with APC supporters cheering both those that understood the meaning and those that did not.

I stood on this platform to say Professor Pastor Osinbajo was simply lying or if he was telling the truth then we won’t have a budget document till around June 2016 but lo and behold just two months after and barely one month that the Minister of Finance settled in office they already had a budget document. This confirms my guess that Pastor Osinbajo was indeed lying.

To adopt the zero base budget system for a national budget, it means you do not rely on the previous budgets. You examine every cost and revenue centre critically work up the budget from the scratch, cutting down unnecessary costs as much as possible.

For a country like Nigeria with a huge and largely inefficient public service that would take nothing less than 6 months to achieve.

Rather what I can deduce from the snippets we have seen is that Osinbajo and his team simply picked the previous budget documents and started tinkling with figures here and there, inflating some in such a stupid fashion just to make their budget seem bigger than the last budget of the last administration. That explains bogus subheads like 320 million for Aso rock zoo.

These guys are a bunch of con artists who never believed they could win and had only one economic policy thrust should they win, to run Nigeria like they ran Lagos: Borrow excessively,Declare ambitious capital projects which you won’t finish in a decade then parry the media into your pocket (that explains Lying Muhammad’s 38 billion naira budget-half of Ekiti state annual budget).

I am still waiting for them to prove my assertions wrong by delivering on their electoral promises. Time will tell.
