Federalise the Police as agreed by GMB at last to State and Community Police and create 3 new Structures from the police viz:
1. CRIME INTELLIGENCE WITH DG IGP MONITORING.

These matters require deep thought accompanied by a “what if” template of scenario and contingency planning, particularly since we have a problem transitioning from theory to practice, no matter what we try to implement.
If possible, ‘war gaming’ may be useful with an eye on experiences, challenges and lessons learned from various parts of Nigeria and elsewhere.at different times in history, sensitive to the political economy.
I assume we can model ‘hypocrisy’, ‘tribalism’, and ‘corruption’, which seem to be deeply ingrained at multiple levels. But one will not hold one’s breath.
Another observation is the dynamic interaction of time, technology and the generational nature of crime which our people seem to have a poor conception of more so in this trans-national era.
All assumptions must be tested.
All these points were suggested last at Round table in Camera at the Farm of one of ex HOS.
It was attended by many with the Security Portfolios.
A detailed Report with Recommendations was presented to the C-in-C by the ex HOS one on one.
There was a Special one Intelligence.
None of those with the Security portfolio was ready to work with us at AFSC in Kaduna or NDC in Abuja and now a new Army War College to do any thinking.
General Ishola Williams have been complaining about lack of Strategic Thinking in our Security Polity.
I will not give up.
The PRESENT Security Summit by the Presidency and NASS IS A WASTE OF TIME.
They were busy talking to themselves and the Security Chiefs, Terefore no new outputs nor do we expect innovative outcomes.
In the case of the Police, we can do some reforms now.
The Backdoor money from Policemen for Private Security is never accounted for like a Senator(Ex-Police Officer) pointed out recently.
We are spending money foolishly on Security without Transparency and Accountability.
