Procurement Agency’s [PPA] website: the missing link!!!*

Asiwaju Bola Ahmed Tinubu’s Statement that he had no hand in the financial sleaze rocking his Successor, Babatunde Fashola’s tenure seems to have put to rest the insinuations in certain quarters that he was responsible for the travails of the immediate past governor. 

And while we believe him because the facts are clear and have all been there for all to see in the last few weeks, the Statement from the “Jagaban, Borgu” leaves us wondering what is going on within the Lagos State government and the All Progressives Congress (APC) at large, as his emphatic accusations in his Statement (buttressed also by the APC Spokesperson) that the Peoples’ Democratic Party (PDP) was responsible for the whole saga does not explain why the “Details of Contracts Award Documents for 2014, 2013 and others (on which this whole saga is based)” have been conspicuously removed from the awarded contracts page of the Lagos State Public Procurement Agency’s website. 

Come-on, since when did the APC led Administration in Lagos State start taking orders and instructions from the PDP? 

Or does the Lagos State government want Lagosians and indeed Nigerians to believe that the Lagos State Public Procurement Agency (Lagos PPA) is now under the control of the PDP? 

If the PDP could not control Lagos while it was in power at the federal level, how could they now be dictating what happens in Lagos State when the APC is now in charge at the centre?

The removal of those “Detail of Contracts Award” Documents (of which we had fortunately downloaded “the Details of Contracts Award for 2014” last two weeks ago) from the Lagos PPA website indicates the gross desire of the APC government to swim in secrecy, and it is a flagrant violation of the Lagos State Public Procurement Law 2011 which plainly mandates the Lagos PPA in Section 9, Subsections 11 through 13 to publish and maintain the “Details of contracts Award” in both Paper and Electronic Editions. 

What is more, the overall objectives of the Lagos PPA are incandescently stated on the entities page of the Lagos State Government’s website which are: to ensure probity, accountability and transparency in Public Procurement throughout Lagos State, and removing those vital “Details of Contracts Award Documents” defeats those worthy objectives.

Furthermore, the APC Spokesperson in Lagos, Joe Igbokwe’s take that Fashola spent those huge public funds on quality projects is certainly unjustifiable as it is quite glaring for even the dumb to see that the supposed quality projects on ground does not reflect the prodigious public funds spent as they are mostly white elephant projects; just check out the “Details of Contracts Award for 2014” below, which we had fortuitously downloaded two weeks ago before the APC government removed those.
